Rain waters falling over private property

Rain waters which fall directly over any land or building, may be freely occupied and enjoyed by the owners of the said properties; but they have no right to divert such waters from their normal course and cause them to follow another, without the express consent of the owners of the properties to whom such change may cause damage.
