Right of access or transit

If it is indispensable for the purpose of repairing a building, to erect scaffolding, place any object on the property of another or carry construction materials through the same, the owner of the said property shall be bound to consent provided he is compensated for any loss thereby caused to him. In case of refusal or objection without just cause, he shall be liable in damages and compensation and the permission shall be made good by the court within the period of 10 days.
