Power to regulate excavations.

(1) The Chief Municipal Officer may, by a general order, or by a special order affecting such portion of the municipal area as may be specified therein, prohibit - (a) the making of excavation for the purpose of taking earth therefrom or storing rubbish or offensive matter therein, or (b) the digging of cesspool, tanks, ponds, wells, or pits, without his special permission.
