Entrustment of management and handling of solid wastes and billing and collection of charge.

Notwithstanding anything contained elsewhere in this Act, for the purposes of management and handling of municipal solid wastes and for development of infrastructure, if any, for collection, storage, transportation, processing, and disposal of such solid wastes, a charge shall be levied, and payment thereof shall be made, at such rate as the Municipality, or the concerned Department, or any organization, of the State Government, or the agency, may fix from time to time: Provided that the charge as aforesaid shall, as far as practicable, be such as shall cover the costs on account of management and handling of municipal solid wastes and development of infrastructure, if any, for collection, storage, transportation, processing, and disposal thereof and also the costs of debt-servicing, depreciation of plant and machinery, and other charges, if any: Provided further that the Municipality, or the concerned Department, or organization, of the State Government, or the agency, as the case may be, entrust the development of infrastructure for collection, storage, transportation, processing, and disposal of solid wastes and the work of management and handling of municipal solid wastes and billing and collection of the charges as aforesaid to any agency under any law for the time being in force or to any other agency.
