Building plan not to be sanctioned unless plan relating to water-supply etc. is in conformity with rules and regulations.

No building plan shall be sanctioned unless such plan conforms to such rules or regulations relating to water-supply, drainage, privy, and urinal accommodation, within the premises, and sewerage as may be made in this behalf.
