Notwithstanding anything contained elsewhere in this Act. t e Municipal Officer may cut off the connection between any wa e of the Municipality and any premises to which water is supplie rG~ such waterworks, or may turn off such supply, in such circumstar es and in such manner, as may be prescribed.
