Penalty on occupier for not removing filth, etc-any occupier of a house on or near a public road who keeps or allows to be kept, for more than twenty-four hours or for more than such shorter time as may be appointed by the Board otherwise than in some proper receptacle, any bones, ashes, sewage or any noxious or offensive matter in or upon such house, or in any outhouse, yard or ground attached to and occupied with such house, or suffers such receptacle to be in a filthy or noxious state or neglects to employ proper means to cleans the same shall, for every such offence, be liable to a penalty not exceeding twenty rupees.
