Powers to require owners to improve bad drainage

Wherever any land, being a private property, or within any private enclosure, appears to the Board by want of drainage to be in a state injurious to health or offensive to the neighbourhood, or by reason of inequalities for the commission or the owners and occupiers of such land, within fifteen days to drain such land or level such surface: Provided that, if the purpose of effecting any drainage under this section it shall be necessary to acquire any land not being property of the person who is required to drain his land or to pay compensation to any other person, the Board shall provide such land and pay such compensation.
