Cart, carriages, etc., liable to fee, although the owner the absent

Whenever the owner of any cart, carriage or animal liable to pay the said fee is not resident within the limits of the municipality to which the fee is due, the person in whose immediate possession the cart, carriage or animal is for the time being kept shall take out a license for the same.
