Board may compound with livery stable-keepers

the Board, at their discretion, may compound on any period not exceeding one year, with livery stable-keepers and other persons keeping carts, carriages or animals for hire, for a certain sum to be paid for the carts, carriages, or animals so keep by such person in lieu of the license specified in any order made by the Board under Section 117 and 118.
