Proportionate payment of fee

If any person acquires possessions, at any time after the commencement any period of registration, of any dogs or cattle which have not been registered for such period, he shall register the same within one month from the date on which he may have acquired Possession thereof, and shall pay such amount of fee as shall bear the same proportion to the whole fee for the Current period of registration as the unexpired portion of the current period of ~ registration bears to the whole of such period, and such fee shall be calculated from the date on which such person may have acquired ' possession as aforesaid.
