Writing and explanation of decisions.—
- (1) Every decision, after a formal inquiry, shall be written by the presiding officer in the language official in the district, and shall contain a full statement of the grounds on which it is made.
- (2) In all cases in which an order is passed after a formal inquiry, the decision shall, if not written by the officer himself in the language of the district, be translated into it, and the translation shall be signed by him.
- (3) The presiding officer shall, whenever possible, explain the decision to such of the parties as are present in person; and shall furnish them, without charge, with a copy of the decision in the language of the district.
