Mode of taking evidence in formal inquiries.—
- (1) In all formal inquiries, the evidence shall be taken down in full, in writing, in the language of the court or in English, by or in the presence and under the personal superintendence of the officer making the inquiry and shall be signed by him.
- (2) Every decision, after formal inquiry, shall be written by the officer passing the same in his own handwriting, and shall contain a full statement of the grounds on which it is passed.
