(1) A meeting of the District Committee shall be held at least once in two months. New units of rural industries shall be scrutinized by the District Inspector and placed before the committee for approval from the funds allotted by the Board. After approval, the sanctioned loan shall be given to the artisan by the Managing Director. (2) The funds allotted by the Board shall remain in the Nationalised Bank/Cooperative Bank and shall not be released until approved by the committee. After approval, the amount shall be handed over; the first installment shall be released by the District Inspector to the concerned artisan through a joint account. Subsequent installments shall be released only after the District Inspector is satisfied that the previous installment has been properly utilized by the artisan. (3) The District Inspector shall maintain a register in which details of the cases placed before the District Committee, the dates of the decision, and the utilization certificate submitted by the artisan to the Board through the District Inspector shall be recorded.
