Manner of obtaining copies and translation. In all cases in which a formal or summary inquiry is made, authenticated copies and translations of decisions, orders and exhibits shall be furnished to the parties on application being made; and original documents produced in evidence, if they have not been impounded under any rule or by any order or decision, shall be restored to the persons who had produced them: provided that the full charges for copying or translation, as the case may be, have been received in accordance with the rules as are in force by the order of the Government.
