Sale by whom and when to be made. Sale shall be made through such persons as the Collector may appoint for the work on a day not being a public holiday, during ordinary office hours but not within atleast thirty days if the property is immovable, and seven days if it is movable, from the issue of the notification referred to in section 130, but this provision shall not apply to perishable articles, which irrespective of the restriction as to said period, shall be sold immediately at the discretion of the officer conducting the sale and he shall have power to finally conclude such sale. The Collector shall have power to stay from time to time the sale for any sufficient reason.
