Withdrawal and transfer of petitions

The Divisional Commissioner may, after notice to the parties and for reasons to be recorded, at any stage, withdraw any election petition pending before an authorized officer and transfer it to any other authorized officer in his division for trial, and upon such transfer, that authorized officer shall commence the trial from the stage at which it was withdrawn: Provided that such authorized officer may, if he deems fit, recall any witness whose examination has already been completed and may re-examine him.
