Power to make orders for detention of certain persons

(1) The State Government or any officer of the State Government not lower in rank than that of a Secretary, who has been specially empowered by that Government for the purposes of this section, if satisfied in relation to any person that his presence or activities to be prejudicial to the maintenance of the security of the State or public order.
