Power of Government to remove the Special Officer.- Notwithstanding anything contained in this Act, the Government may, by notification, remove any Special Officer appointed under this Act, if in their opinion, he willfully omits or refuses to carry out or disobeys the provisions of this Act or any rules, bye-laws, regulations, notifications or lawful orders issued thereunder or abuses his powers or is found guilty of gross misconduct.]
