Prohibition against obstructions in or over public roads, etc.—(1) No person shall, except with the permission of the Panchayat and except in accordance with the conditions imposed in such permission, build any wall or erect or set up any fence, rail, post, step, booth or other structure or projection or other encroachment or obstruction, in or over any public road or any open or enclosed space not being private property in respect of which the Panchayat has powers under the provisions of this Act.

1. (2) Whoever contravenes the provisions of sub-section
2. (1) shall, on conviction, be punished with a fine for every such offence which shall not be less than five hundred rupees and not exceeding one thousand rupees, and in the case of a continuing offence with a further fine which may extend to one hundred rupees for every day after the first during which such contravention continues.
3. (3) The Panchayat may remove any such obstruction or encroachment and the expenses of such removal shall be paid by the person who has caused the said obstruction or encroachment.
