Duty of Panchayat Union Council to provide for certain matters.- Subject to the provisions of this Act and the rules made thereunder, it shall be the duty of a Panchayat Union Council to make reasonable provision for carrying out the requirements of the Panchayat Union in respect of the following matters, namely:-

1. (a) the construction, repair and maintenance of all public roads in the Panchayat Union (other than such roads as are under the control of the Government or any other local authority);
2. (b) the establishment and maintenance of dispensaries, maternity and child welfare centres, and the taking of other sanitary measures;
3. (c) the establishment and maintenance of elementary schools;
4. (d) the opening and maintenance of Panchayat Union markets;
5. (e) the opening and maintenance of public landing places, cart-stands and cattle sheds;
6. (f) the opening and maintenance of public slaughter-houses;
7. (g) the implementation of the National Extension Service Scheme of Community Development;
8. (h) the opening and maintenance of libraries and reading rooms;
   • (i) the opening and maintenance of bus-stands;
9. (j) the implementation of rural housing schemes;
10. (k) the maintenance of any building, property or other institution transferred by the Government to the Panchayat Union Council;
11. (l) the performance of any other function which the Government may, by notification, entrust to the Panchayat Union Council.
