Finance Officer

(1) There shall be a Finance Officer for the University who shall be appointed by the State Government by notification published in the Gazette and his remuneration and allowances shall be paid by the University. (2) The Finance Officer shall be responsible for presenting the budget (annual estimate) and accounts of the University before the Executive Council, for general supervision of the funds of the University, and shall also withdraw and disburse funds on behalf of the University. (3) He shall work directly under the control of the Vice-Chancellor. (4) He shall have the right to speak and otherwise take part in the proceedings of the Executive Council but he shall not be entitled to vote. (5) It shall be his duty to advise on the general supervision and financial policy of the funds of the University- (a) He shall ensure that no expenditure (other than appropriation) is incurred which is not authorized by the budget; (b) He shall not permit such proposed expenditure which is in violation of the provisions of this Act or the terms of any Statute or Ordinance; (c) He shall ensure that no financial irregularity has occurred and shall take action to rectify irregularities found during audit; (d) He shall ensure that the property and investments of the University are protected and well-managed; (e) He shall cause the accounts to be audited regularly. (6) Other powers and duties of the Finance Officer shall be as may be prescribed.
