Vice-Chancellor
The Uttarakhand Residential University Act, 2016(1) The Chancellor shall appoint the Vice-Chancellor from a panel of three persons recommended by a committee constituted in accordance with the provisions of sub-section (2) for a period of three years on such terms and conditions as may be prescribed by the Statutes: Provided that the first Vice-Chancellor of the University shall be appointed by the State Government and he shall hold office for a period of three years. (2) The committee referred to in sub-section (1) shall consist of the following persons, namely:- (a) One person nominated by the Chancellor; (b) One person nominated by the University Grants Commission; (c) The Principal Secretary/Secretary of the Higher Education Department of the State Government, who shall be the member-convener. (3) The committee shall prepare a panel of three suitable persons for holding the post of Vice-Chancellor on the basis of merit and shall send the same to the Chancellor along with a brief description of the academic qualifications and other specializations of each person. (4) The Vice-Chancellor shall be the principal executive and academic officer of the University, who shall have general supervision and control over the affairs of the University and shall give effect to the decisions of the authorities of the University. (5) Where there is any such urgent matter, other than the appointment of a teacher, in which immediate action is required and in respect of which action cannot be taken immediately by any officer or authority or other body of the University empowered under this Act or under it, the Vice-Chancellor may, with the prior approval of the Chancellor, take such action as he deems fit. (6) The Vice-Chancellor shall exercise such other powers and perform such other duties as may be prescribed by the Statutes or Regulations. (7) It shall be the duty of the Vice-Chancellor to ensure the faithful observance of the provisions of this Act, the Statutes and the Ordinances. (8) The Chancellor is empowered to remove the Vice-Chancellor or to suspend him during the investigation, considering the gravity of the allegations, as he deems fit.
