Use of public drain by private owners.

The owner or the occupier of a building or land shall be entitled to cause his drains to empty into the municipal drains after obtaining the written permission of the Municipality and he shall comply with such conditions as the Municipality may deem fit to impose relating to the communications between private drains and Municipal drains.
