Establishment of libraries and reading rooms

(a) A Panchayat may so far as its funds permit establish and maintain a library and for a reading room in its area and raise funds for the same by donations from the public and may also make contributions from its own funds. (b) The library and reading room shall be attached to the office of the Panchayat and shall be in the direct charge of the Secretary of the Panchayat.
