Powers and duties of the Executive Council

Statutory text
- (1) The Executive Council shall be the executive body of the University and shall have the following powers and duties, namely:- (a) to hold, control and administer the property and funds of the University; (b) to enter into, vary, carry out and cancel contracts on behalf of the University; (c) to regulate and determine all matters concerning the University in accordance with this Act, the Statutes and the Ordinances; (d) to conduct the examinations of the University; (e) to provide for the establishment and maintenance of colleges and hostels; (f) to arrange for and direct the inspection of colleges and hostels; (g) to coordinate, regulate and supervise the teaching and research in the colleges; (h) to admit colleges to the privileges of the University; (i) to confer honorary degrees and other academic distinctions; (j) to provide for the constitution as well as the appointment of teachers and other employees of the University; (k) to create posts of teachers and other employees of the University; (l) to delegate any of its powers to the Vice-Chancellor or to any committee appointed by it; (m) to administer the funds placed at the disposal of the University for specific purposes; (n) to frame the budget of the University for its approval by the Kulpati; (o) to supervise and control the residence and discipline of the students of the University and to make arrangements for promoting their health and general welfare; (p) to manage and regulate the finances, accounts, investments, property, business and all other administrative affairs of the University and for that purpose appoint such agents as it may think fit; (q) to invest any money belonging to the University, including any unapplied income, in such stocks, funds, shares or securities as it shall from time to time think fit; (r) to enter into, vary, carry out and cancel contracts on behalf of the University; (s) to provide buildings, premises, furniture, apparatus and other means needed for carrying on the work of the University; (t) to entertain, adjudicate upon and, if thought fit, redress any grievances of the officers, teachers, students and other employees of the University; (u) to maintain proper accounts and other relevant records and prepare an annual statement of accounts including the balance sheet; (v) to do all such other acts and things as may be necessary or desirable to give effect to the purposes of this Act. (2) The Executive Council shall meet at such time and place and shall observe such rules of procedure in regard to the transaction of business at its meetings as may be provided by the Statutes/Ordinances. (3) The Executive Council shall have power to frame the Statutes.
