- (1) The Ordinances shall be made by the Executive Council: (a) admission of students in the University; (b) courses of study in the University; (c) the grant of degrees, diplomas in the University; (d) fees in the University; (e) the maintenance of discipline; (f) the establishment of teaching departments; (g) any other matter which is required to be provided for by the Ordinance. (2) All Ordinances made by the Executive Council shall be submitted to the Kulpati for their assent. (3) The Kulpati shall, within the period prescribed by the Statutes, either assent to the Ordinance or return it to the Executive Council for further consideration, and the Ordinance shall not become operative until the Kulpati has assented to it. (a) Notwithstanding anything contained in sub-section (1), Ordinances providing for the following matters shall not be made without the previous approval of the State Government, namely: (i) the creation of any new post; (ii) the fees to be charged for courses of study; (iii) the qualifications for teachers and other academic staff; (iv) the courses of study; (v) any other matter which the State Government may by notification specify in this behalf. (b) The Ordinances so made shall stand repealed on the expiry of such period as may be specified by the State Government. (c) The State Government may, at any time during the subsistence of an Ordinance, direct that the Ordinance shall cease to have effect from such date as may be specified in the direction.
