This Act makes trade in tendu leaves, used to roll bidis, a State monopoly in Madhya Pradesh. Only the Government or its agents can buy tendu leaves from growers and pluckers, at prices the Government fixes and publishes at depots. Bidi manufacturers and traders must register, and the Government disposes of the leaves it buys. Officers can seize leaves traded in breach of the Act.
