Power of Speaker and Mayor to call Special Meeting.- The Speaker or in the event of his being incapable of acting the Mayor, may, whenever he thinks fit, call a special meeting and shall be bound to do so within two weeks of the receipt of written requisition signed by the not less than one-third of the total number of elected Councillors. Provided that if on receipt of requisition the special meeting is not convened within the stipulated time by the speaker or the Mayor, as the case may be, the Municipal Commissioner shall convene such meeting under intimation to the State Government.
