Control by Corporation and the Mayor-in-Council.- In dealing with municipal drainage, sewage and waterworks schemes, the Commissioner shall follow the general principles laid down by the Corporation, for any scheme of sewage or drainage or water work and may refer to the Mayor-in-Council any question connected with the carrying out of such a scheme in which the intention of the Corporation does not appear to him to have been clearly expressed, or in which the provisions of the scheme appear to him to require modification.
