(1) The Managing Director may— (a) inspect or cause to be inspected the accounts and offices of a Mandi Committee; (b) hold an enquiry into the affairs of a Mandi Committee; (c) call for such returns, statements, accounts or reports as he may think fit to require from a Mandi Committee; (d) require a Mandi Committee to— (i) consider any objection which appears to exists to the doing of anything which is about to be done or is being done by or on behalf of such committee on the ground of illegality, impropriety or irregularity; (ii) consider any information which he (Managing Director) may suggest and which appears to him (Managing Director) should be done by such committee; (e) give directions that any matter which is being done or is to be done should not be done pending consideration of the objection, and any matter which should be done but is not being done, should be done within such time as he may direct. (2) When the affairs of a Mandi Committee are investigated under this section or proceedings of a Mandi Committee are examined by the State Government under section 59, the Chairman, Vice-Chairman, Secretary and all other officers and servants and members of such committee shall furnish such information in their possession in regard to the affairs or proceedings of the Mandi Committee as the State Government, Managing Director or authorized officer may require. (3) Any officer who is investigating the affairs of a Mandi Committee under sub-section (1), or the State Government which is examining the proceedings of a Mandi Committee under section 59, shall have the power to summon and enforce the attendance of the officers or members of the Mandi Committee and to compel them to give evidence and produce documents, in the same manner and as far as possible in the same way as is provided by the Code of Civil Procedure, 1908 (No. 5 of 1908) in the case of a Civil Court. (4) Where the Managing Director has reason to believe that the books and records of a Mandi Committee are likely to be tampered with or destroyed or that the funds or property of a Mandi Committee are likely to be misappropriated or misapplied, the Managing Director may issue an order directing any person duly authorized by him in writing to take over and obtain possession of such books, records, funds and property of the Mandi Committee, and such officer or officers of the Mandi Committee who are responsible for the custody of such books, records, funds and property shall deliver them to such authorized person.
