The Finance Officer

The Finance Officer. —

1. (1) The Finance Officer shall be a whole time salaried officer of the University and shall be appointed by the Kulpati in accordance with the Statutes to be made in this behalf : Provided that the person appointed as Finance Officer shall be an officer of the State Accounts Service not below the rank of Deputy Director (Accounts) or an equivalent post or a person having at least 15 years experience in the field of accounting and finance : Provided further that the State Government shall have power to appoint a Finance Officer from the State Accounts Service on deputation for a period of three years which may be extended by the State Government for a further period of two years.
2. (2) The Finance Officer shall exercise such powers and perform such duties as may be prescribed by the Statutes and Ordinances of the University : Provided that the Finance Officer shall exercise the powers of drawing and disbursing officer in respect of the University.
3. (3) The Finance Officer shall be the ex-officio Secretary of the Finance Committee.
