Act of Town and Country Development Authority or Special Area Development Authority etc. not to be invalidated by vacancy

No act of the Town and Country Development Authority or the Special Area Development Authority or any of its committees shall be deemed to be invalid by reasons only of the fact that— (a) there is any vacancy in it or defect in its constitution; (b) there is any defect in the appointment of a person acting as its Chairman or member; or (c) there is any irregularity in its procedure which does not affect the merits of the case.
