Notice of sale to owner

If the address of the owner of the goods has been stated on the madest of the cargo or in any of the documents which have come into the hands of the Board, or is ,otheiwise knovh, notice ' shall also be given to the owner of the goods by registered post : Provided that the .title of a bona fide purchaser of such mods shall not be invalidated by reason -of the omission. to send the notice hereinbefore mentioned, nor shall any such purchaser be bound to inquire whether such notice has been sent.
