Power to dispense with services and to permit retirement in certain cases

Notwithstanding anything to thc contrary in sections 20 and 21- (1) in case of officers and servants appointed by Government the power to dispense with their services otherwise than for reasons of misconduct, and to order their retirement on pension, gratuity or compassionate allowance shall vest in Government and in all other cases such power shall vest in the Board ; and (2) no orders made by the Board in respect of officers or servants as Government may, from time to time, direct, shall have effect without the prior approval of Goverment,
