Charge to capital account

No expenditure shall be charged by the Board to capital account without the prior sanction of Government: Provided that whenever in the opinion of Government it is expedient so to do with a view to facilitate the development of the port or the construction thereof, Government may, from time to time, by notification specify the period during which no such sanction shall be necessary.
