Power of Executive Officer :— The Executive Officer of a municipality

shall have the following powers, namely—

1. (a) power to receive, recover and credit to the Municipal Funds any sum due or tendered to the municipality;
2. (b) the powers expressly conferred on the Executive Officer by this Act and the powers to do all things necessary for the exercise of these powers;
3. (c) the power to grant, refuse, suspend or withdraw all licences except licences for markets; and
4. (d) any other power that has been delegated to the Executive Officer under the provisions of this Act.
