Maintenance of troughs and pipes catching water :— The owner or

occupier of ay building in a public road shall, within fifteen days after receipt of notice in that behalf from the Health Officer, put up and hence forward maintain proper troughs and pipes for catching and carrying the water from the roof and other parts of such building and for discharging such water in such manner as the Health Officer may permit.
