The State Government to prescribe minimum closing balance :- The

State Government may prescribe—

1. (a) the minimum closing balance to be maintained by a municipality;
2. (b) the minimum expenditure to be incurred by a Municipality on Public Works, Medical and Public Health;
3. (c) the Statements, accounts and reports to be submitted to the State
