Control over house-drains, privies and cess-pools :~ All house drains

whether within or without the premises to which they belong, and all private latrines and cess-pools within the municipality shall be under the control of the municipality but shall be altered, repaired, cleansed and kept in proper order at the expense of the owner of the premises to which the same belong, or for the use of which they were constructed, and in conformity with bye-laws and regulations framed by the municipality in this behalf.
