State Government be necessary for the purpose of newly constituting a municipality or bringing the provision of this Act into force for the first time.

Special provision in the case of newly constituted and reconstituted municipality :- (1) Notwithstanding anything contained in this Act, when any area is

specified as a transitional area, smaller urban area or large urban area as referred to in sub-section (2) of Section, 4 for the first time, until a Municipality is constituted for that area in accordance with the provisions of this Act a person appointed by the State Government as Administrator shall exercise the powers, discharge the duties and perform the functions of Municipality for that area including that of its Chairperson.

1. (2) The Administrator appointed under sub-section (1) may, if the State Government so direct, receive such payment for his services from the Municipal Fund, that may be constituted for such Municipality, as may be determined by the Government.]
