Notice of removal of name from the register.-Before removing a name from the register under section 7, the prescribed authority shall give a notice to the hotel-keeper of the ground on which it is proposed to take action and hold any inquiry in the presence of the hotel-keeper, giving him a reasonable opportunity of showing cause against it.
