Certificate not to be assigned.-Any person who lends, transfers or assigns the certificate of registration issued under this Act, without the permission in writine; of the prescribed authority, shall be punishable with imprisonment for a term which may-exlencl to six months or with:;fine not exceeding Rs. 2,000 or with both.
