Fixation of rates pending such fixation by the prescribed authority.-Till such time as the prescribed authority has not fixed fair rates, percentage of accommodation and the number of lodgers, as required under section 9 above, the hotel-keeper shall fix and notify these to the prescribed authority by March 31, each year.
