POWER OF GOVERNMENT TO UNDERTAKE CERTAIN WORKS.— The Government may, with the consent of a Municipality, undertake on its behalf the construction of water supply, drainage or any other work, appoint any officer or person to carry out the construction of such works and direct that the expenses including the pay and allowances of such officers be paid from the Municipal fund in priority to any charges except charges for the service of authorised loans.
