CONTROL OF SECRETARY OVER ESTABLISHMENT.— Subject to the provisions of this Act and bye-laws and regulations for the time being enforce, the Secretary shall specify the duties of the officers and employees of the municipal establishment and Secretary shall exercise supervision and control over them.
