PROHIBITION OF TRANSFER OF INFECTED ARTICLES.— No person shall, without previously disinfecting it, give, lend, let, hire, sell, transmit or otherwise dispose of any article which he knows or has reason to believe has been exposed to infection from any dangerous disease:
