The Act mandates that all institutions involved in animal welfare—such as Gaushalas, Pinjrapoles, and cow shelters—must register with the Commission. It empowers the Commission to supervise these institutions, promote cattle health, ensure proper care for aged or infirm animals, and handle complaints regarding animal welfare. For the ordinary citizen, this Act provides a regulatory framework to ensure that animal welfare organizations operate transparently and effectively, while also providing a mechanism to address grievances regarding cattle management.
