Form and effect of debentures,

All debentures issued under this Chapter shall, (a) Be in such form, as the Municipal Council or the Town Council, as the case may be, may, with the previous sanction of the Government, determine; and

1. (b) be transferable in such manner, as shall be expressed therein.
