It shall be the duty of the owners and occupiers of every premises situate d in any portion of the municipal area in which latrine or urinals are not connected by a drain with a municipal sewer or drain to cause all filth and polluted and obnoxious accumulating upon such premises to be collect and removed to the nearest receptacle or depot provided for this purpose under section 279 at
